On June 22, 2026 Council adopted Official Plan Amendment Number 99 (By-law 68-2026) and approved Zoning By-law Amendment (By-law 69-2026) for the Ajax GO Station Secondary Plan. Please note that Official Plan Amendment Number 99 is subject to approval by the Ministry of Municipal Affairs and Housing.

As a Protected Major Transit Station Area (PMTSA), the Ajax GO Station Area serves an important role in accommodating future growth and intensification in the Town of Ajax. It is a priority of the Town to ensure that future development and redevelopment within the Ajax GO Station Area occurs in a manner that maximizes existing and future transit infrastructure and prioritizes high-quality, compact mixed-use development.
The Town of Ajax is undertaking the preparation of an Ajax GO Station Secondary Plan, which will conclude in the creation of an Official Plan policy framework (Official Plan Amendment), zoning provisions (Zoning By-law Amendment), Urban Design Guidelines and a Placemaking Plan. The Secondary Plan will set out a framework to transform the existing industrial area surrounding the GO Station into a new transit-oriented community by establishing preferred areas for residential, commercial, office and institutional land uses, as well as appropriate public realm, built form and infrastructure standards.
Study Area
A Primary Study Area and an Expanded Study Area have been identified for the Secondary Plan Study. The Primary Study Area encompasses the PMTSA designation (as identified by Durham Region) which generally includes lands within an 800-metre (10-minute) walking distance from the Ajax GO Station. The Expanded Study Area, extending approximately 300 to 700 metres beyond the Primary Study Area, has been identified to consider matters such as land use compatibility, transportation connections and key destinations, services or facilities to support the growing community.

Notice of the Passing of a Zoning By-law Amendment Z11/26: Ajax GO Station Secondary Plan - Final Zoning By-law Amendment
Take notice that the Council of the Corporation of the Town of Ajax passed By-law Number 69-2026 on June 22, 2026, under Section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended.
This is a Town-initiated Zoning By-law Amendment and applies to the lands within the Ajax GO Station Protected Major Transit Station Area as shown on the on the map below. The Zoning By-law Amendment implements policies identified in Official Plan Amendment No. 99 considered through the Ajax GO Station Secondary Plan, in accordance with direction provided by the Town of Ajax Mayor and Council. The Zoning By-law Amendment establishes permitted uses, minimum densities and heights, setbacks, maximum parking, and other zoning provisions within the Ajax GO Station Protected Major Transit Station Area.
The Final Official Plan Amendment, Zoning By-law Amendment, and all background materials are available for inspection by visiting imo.ajax.ca/GOStationPlan, contacting clerks@ajax.ca, or by visiting Town of Ajax Town Hall, 65 Harwood Avenue South, Ajax, ON, L1S 2H9, Monday to Friday, 8:30 am to 4:30 pm.
In making this decision, Council has had regard for all written and oral submissions that were made relating to this Zoning By-law Amendment prior to and during the Statutory Public meeting held on June 22, 2026.
And take notice that in accordance with Section 34 (19.5) there is no appeal in respect of:
- The parts of a by-law that establish permitted uses or the minimum or maximum densities with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (15) or (16); or
- The parts of a by-law that establish minimum or maximum heights with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (15) or (16).
Only a specified person, public body, a registered owner of land to which the by-law would apply, or the Minister of Municipal Affairs and Housing, as per the Planning Act, R.S.O. 1990, c. P.13, as amended, may appeal to the Ontario Land Tribunal (OLT) in respect of this By-law by filing a Notice of Appeal, no later than 4:30 p.m. on July 20th, 2026.
The appeal is to be filed via the OLT e-file portal (first-time users will need to register for a My Ontario Account) at olt.gov.on.ca/e-file-service, by selecting “Ajax, Town of” as the Approval Authority. If the e-file portal is unavailable, please submit your appeal via e-mail to clerks@ajax.ca.
The Notice of Appeal must:
- set out the reasons for the appeal;
- be accompanied by the applicable OLT fee (which can be confirmed at olt.gov.on.ca), to be paid through the e-file portal or by certified cheque/money order to the “Minister of Finance”, Province of Ontario; and
- be accompanied by a $1,100.00 fee made payable to the “Town of Ajax.”
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
The subject lands are also subject to the Official Plan Amendment No. 99 (By-law No. 68-2026), which has been adopted and submitted to the Province for approval. This Zoning By-law Amendment (By-law 69-2026) will not come into effect until the Official Plan Amendment No. 99 is approved.

Notice of the Adoption of an Official Plan Amendment OPA No. 99: Ajax GO Station Secondary Plan - Final Official Plan Amendment
Take notice that the Council of the Corporation of the Town of Ajax passed By-law Number 68-2026, adopting Official Plan Amendment No. 99, on June 22, 2026, under Section 26 of the Planning Act, R.S.O. 1990, c. P.13, as amended.
Purpose and Effect
This is a Town-initiated amendment and applies to the lands within the Ajax Protected Major Transit Station Area as shown on the map below. The purpose of this amendment is to delineate the boundaries of the Ajax Protected Major Transit Station Area, identify the minimum people and jobs per hectare, and the authorized uses and minimum densities of land, buildings, and structures planned for the subject lands. The Official Plan Amendment also implements policies considered through the Ajax GO Station Secondary Plan Study, in accordance with direction provided by the Town of Ajax Mayor and Council.

Approval Authority
The Ministry of Municipal Affairs and Housing is the Approval Authority. This Official Plan Amendment has been forwarded to the Ministry of Municipal Affairs and Housing for approval. Any person or public body is entitled to receive notice of the decision of the Ministry of Municipal Affairs and Housing by filing a written request. The subject lands are also subject to Town-initiated Zoning By-law Amendment Application Z11/26, which was approved by By-law No. 69-2026, and would come into effect once Official Plan Amendment No. 99 is approved by the Approval Authority.
