As a Protected Major Transit Station Area (PMTSA), the Ajax GO Station Area serves an important role in accommodating future growth and intensification in the Town of Ajax. It is a priority of the Town to ensure that future development and redevelopment within the Ajax GO Station Area occurs in a manner that maximizes existing and future transit infrastructure and prioritizes high-quality, compact mixed-use development.

The Town of Ajax is undertaking the preparation of an Ajax GO Station Secondary Plan, which will conclude in the creation of an Official Plan policy framework (Official Plan Amendment), zoning provisions (Zoning By-law Amendment), Urban Design Guidelines and a Placemaking Plan. The Secondary Plan will set out a framework to transform the existing industrial area surrounding the GO Station into a new transit-oriented community by establishing preferred areas for residential, commercial, office and institutional land uses, as well as appropriate public realm, built form and infrastructure standards.

Study Area

A Primary Study Area and an Expanded Study Area have been identified for the Secondary Plan Study. The Primary Study Area encompasses the PMTSA designation (as identified by Durham Region) which generally includes lands within an 800-metre (10-minute) walking distance from the Ajax GO Station. The Expanded Study Area, extending approximately 300 to 700 metres beyond the Primary Study Area, has been identified to consider matters such as land use compatibility, transportation connections and key destinations, services or facilities to support the growing community.

The Town of Ajax is holding a Statutory Public Meeting as part of the June 22, 2026 Council Meeting to consult on the proposed Town-initiated Official Plan Amendment and Zoning By-law Amendment for the Ajax GO Station Secondary Plan.

This Statutory Public Meeting is being held in accordance with Sections 16(15) and 26 of the Planning Act for Council’s consideration and adoption of Official Plan Amendment Number 99 (OPA26-A6).

This Statutory Public Meeting is also being held in accordance with Section 34 of the Planning Act for Council’s consideration and approval of Zoning By-law Amendment Application Z11/26.

Purpose of the Official Plan Amendment (OPA) and Zoning Bylaw Amendment (ZBA)

As a Protected Major Transit Station Area (PMTSA), the Ajax GO Station Area serves an important role in accommodating future growth and intensification in the Town of Ajax. The OPA and ZBA set out a framework to transform the existing industrial area surrounding the GO Station into a new transit-oriented, mixed use community.

In accordance with Section 16(15) of the Planning Act, the proposed OPA contains policies that:

  • Identify a minimum density target (people and jobs per hectare) for the PMTSA;
  • Identify land use designations and permitted uses within the PMTSA; and,
  • Identify the minimum densities that are authorized with respect to buildings and structures on lands within the PMTSA.

The purpose of the OPA and ZBA is to implement recommendations from the Ajax GO Station Secondary Plan Study, related consultation, and direction from Town of Ajax Council.

The Ajax GO Station Secondary Plan is Town-initiated and applies to the lands within the Ajax GO Station Protected Major Transit Station Area as shown on the Key Map.

The amendments are available for review on this page or by contacting OPReview@ajax.ca. Copies of the Official Plan Amendment and Zoning By-law Amendment can also be viewed by visiting the Planning and Development Services counter at the Ajax Town Hall located at 65 Harwood Avenue, Ajax, ON, L1S 2H9, Monday to Friday between the hours of 8:30 a.m. and 4:30 p.m.

Statutory Public Meeting Details

This notice is to advise of the opportunity to comment and participate in an upcoming Statutory Public Meeting on the Ajax GO Station Secondary Plan: Official Plan Amendment and Zoning By-law Amendment. The Statutory Public Meeting is to be held virtually on Monday, June 22, 2026, at 1 p.m., and residents, landowners, agencies, and stakeholders are invited to submit written and/or oral submissions prior to and during the Statutory Public Meeting.

The Statutory Public Meeting agenda will be posted by end of day Tuesday, June 16, 2026, at ajax.ca/meetings. Alternative formats of documents and materials can be made available upon request.

How to Participate

This public meeting is being held virtually and will be live-streamed for public viewing at ajax.ca/live. Those wishing to make oral submissions during the virtual public meeting must email clerks@ajax.ca before 12:00 p.m. (noon) on Friday, June 19, 2026. Pre-registration is required and each registrant will have 5 minutes to address Council. You will be contacted by the Clerk’s office to confirm your participation and receive the meeting connection information.

Written submissions may be provided for Council’s consideration before the meeting. Please submit your written comments before 12:00 p.m. (noon) on Friday, June 19, 2026, by e-mail to OPReview@ajax.ca and clerks@ajax.ca.

Planning Act Requirements

If a person or public body would otherwise have the ability to appeal the decision of the Council of the Town of Ajax to the Ontario Land Tribunal, regarding the proposed Official Plan Amendment, but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Ajax before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Ajax before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

In accordance with Section 17 (36.1.4) of the Planning Act, there is no appeal in respect of the following:

1. Policies that identify a protected major transit station area in accordance with subsection 16 (15) or (16), including any changes to those policies.

2. Policies described in clauses 16 (15) (a), (b) or (c) or (16) (a) or (b) with respect to a protected major transit station area that is identified in accordance with subsection 16 (15) or (16).

3. Policies in a lower-tier municipality’s official plan that are described in subclause 16 (16) (b) (i) or (ii).

4. Policies that identify the maximum densities that are authorized with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (15).

5. Policies that identify the maximum densities that are authorized with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (16).

6. Policies that identify the minimum or maximum heights that are authorized with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (15).

7. Policies that identify the minimum or maximum heights that are authorized with respect to buildings and structures on lands in a protected major transit station area that is identified in accordance with subsection 16 (16).

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Ajax before the proposed Zoning By-law Amendment By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.


Please note that only a registered owner of land to which the by-law applies, the Minister of Municipal Affairs and Housing, or a specified person or public body, as per the Planning Act, R.S.O. 1990, c. P.13, as amended, may appeal Council’s decision to the Ontario Land Tribunal.
