2024 Development Charge Background Study

The Development Charge Background Study will help determine the additional capital related infrastructure the Town requires based on the residential and non-residential growth forecast.
The Town of Ajax applies a Development Charge to new/repurposed development that funds a portion of this new capital infrastructure. The preparation of the study is legislatively required (at minimum every 10 years) under the Development Charges Act, 1997. The Town of Ajax completed its last Development Charge Study in 2018, and the Development Charge by-law was adopted by Council in 2018. The Town of Ajax further amended the Study in 2020 due to Bill 109.
The Town strives to ensure that growth-related development pays for the additional growth-related capital infrastructure needed, to the maximum amount allowable under legislation, however development charges cannot fully fund the cost of growth due to legislative restrictions.
The information gathered through the Background Study will be used to calculate the amount of money that new development needs to pay through Development Charges in order to help cover new growth related infrastructure.
This study's focus is on Ajax's development charges, it does not include development charges applied by the Region of Durham or the School Board for new/repurposed development.
This study is being prepared in partnership with Watson and Associates Economists Ltd.
In accordance with legislation, the Town of Ajax posted the draft Development Charge Background Study and draft Bylaw on December 17, 2024 to allow for the required 60 day Public Review Period.
The statutory public meeting was held on February 3, 2025, 1 p.m. Community Affairs and Planning Committee.(External link) A recording of the meeting is in the link.
The corresponding report was approved by Council on February 18, 2025, 1 p.m. Council Meeting(External link) and the new DC By-law comes into effect on March 1, 2025.
