Proposed Mixed Use Development - 21 & 23 Harwood Avenue South and 100-103 Heron Street
This notice is to advise of the opportunity to review and comment on the proposed implementing by-laws for Official Plan Amendment Application OPA26-A4 and Zoning By-law Amendment Application Z6/26, prior to the consideration of such by the Council of the Town of Ajax, at a Statutory Public Meeting to be held on Monday, April 20, 2026, at 1 p.m.
Official Plan Amendment Application OPA20-A2 and Zoning By-law Amendment Application Z3/20 were approved by Town of Ajax Council on June 19, 2023, to permit the redevelopment of the lands municipally known as 21 and 23 Harwood Avenue South and a portion of the rear yards of the lands municipally known as 100, 101, and 102 Heron Street. Since these approvals, the owner has retained ownership of 103 Heron Street and has revised the development proposal to add a portion of the rear yard of 103 Heron Street to the development site limits (the “subject lands”).
The proposed development consists of a 12-storey mixed use building consisting of 161 dwelling units and approximately 600 square metres of ground floor commercial space, and a 5-storey seniors’ building consisting of 49 units. Three levels of underground parking are proposed to accommodate the development.
The purpose of Official Plan Amendment Application OPA26-A4 and the proposed implementing by-law is to re-designate a portion of the subject lands (rear yard of 103 Heron Street) from the Low Density Residential designation to the Midtown Corridor designation and extend the boundaries of Area Specific Policy 6.36 (as previously established for the remainder of the subject lands through Official Plan Amendment Application OPA20-A2) to the rear yard of 103 Heron Street in order to establish consistent Official Plan designations and permissions across the entirety of the subject lands.
The purpose of Zoning By-law Amendment Application Z6/26 and the proposed implementing by-law is to rezone a portion of the subject lands (rear yard of 103 Heron Street) from the Residential One – ‘B’ (R1-B) Zone to the Uptown Mixed Use (UC) Zone and extend the boundaries of Exception 213 (as previously established for the remainder of the subject lands through Zoning By-law Amendment Application Z6/26) to the rear yard of 103 Heron Street in order to establish consistent zoning across the entirety of the subject lands. The Zoning By-law Amendment also seeks to modify site-specific development standards of Exception 213 (minimum rear lot line setback and minimum ground floor height) to accommodate the revised development proposal.
The proposed implementing by-laws are being brought forward under the authority of Section 284.11.1 of the Municipal Act and in accordance with Ontario Regulation 580/22, “Provincial Priorities”.

How to Participate
This public meeting is being held virtually. Those wishing to make oral submissions during the meeting can email clerks@ajax.ca before 9 a.m. on Monday, April 20, 2026, to register and will have 5 minutes to address Council; pre-registration is required. You will be contacted by the Clerk’s office to confirm your participation and receive the meeting connection information.
Written submissions may be provided for Council’s consideration before the meeting. Please provide your written submissions by e-mail to planningservices@ajax.ca or through the Comments/Feedback tool below, before 12 p.m. (noon) on Friday, April 17, 2026.
Planning Act Requirements
Please note that only the applicant, the Minister of Municipal Affairs and Housing, or a specified person or public body, as per the Planning Act, R.S.O. 1990, c. P.13, as amended, may appeal the decision of the Council of the Town of Ajax to the Ontario Land Tribunal. In accordance with the Planning Act, R.S.O. 1990, c. P.13, as amended, no third party appeals (i.e. appeals from members of the public) are permitted.
If a specified person or public body would otherwise have an ability to appeal the decision of the Council of the Town of Ajax to the Ontario Land Tribunal but the specified person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Ajax before the proposed official plan amendment is adopted or before the zoning by-law is passed, the specified person or public body is not entitled to appeal the decision.
If a specified person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Ajax before the proposed official plan amendment is adopted or before the zoning by-law is passed, the specified person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the specified person or public body as a party.
