The Town is in receipt of Official Plan and Zoning By-law Amendment Applications, submitted by 190 Westney Holdings Ltd., proposing a mixed use development consisting of two, 51-storey towers connected by a 9-storey podium, for a total of approximately 1,274 residential units and an overall building height of 60-storeys. The proposed podium will consist of commercial space (approximately 5,138 m2 of gross floor area), hotel suites, and structured parking. Outdoor amenity space on the roof of the podium and underground parking is also proposed.

The development proposal pertains to the lands municipally known as 190 Westney Road South. The purpose of the Official Plan and Zoning By-law Amendment Applications are to facilitate the future development of the subject lands.

Previous Public Open House:

We invited the public to attend an open house to learn more about this development proposal, identify any concerns, and to provide comments. The public open house was held electronically on Thursday, February 2, 2023. The video of the meeting has been made available to anyone who is interested.


Notice of Statutory Public Meeting:

This notice is to advise of the opportunity to review and comment on the proposed implementing by-laws for Official Plan Amendment Application OPA21-A2 and Zoning By-law Amendment Application Z4/21, prior to consideration of such by the Council of the Corporation of the Town of Ajax, at a Statutory Public Meeting to be held on Tuesday, September 5, 2023 at 7:00 p.m.

Official Plan Amendment Application OPA21-A2 and Zoning By-law Amendment Application Z4/21 have been submitted to permit the development of a high-rise, mixed use building on the subject lands.

The proposed implementing by-laws would regulate the future development of the subject lands and enable the development of a mixed use development, as outlined above.

The purpose of the Official Plan Amendment is to establish an Area Specific Policy for the subject lands to permit an increase in height, an increase in density, a site-specific employment density, and the extent of permitted uses, to accommodate the development of a high-rise, mixed use building within the GO Transit Station Mixed Use Area designation. The implementing by-law for the Official Plan Amendment would set the following development standards as it relates to the development of the subject lands:

  • a new maximum and minimum building height;
  • a new maximum and minimum base building/podium height;
  • a new maximum density limit (Floor Space Index);
  • a new minimum density requirement (Floor Space Index) as it relates to employment uses; and
  • a new maximum gross floor area for individual retail stores and service commercial uses.

The purpose of this Zoning By-law Amendment is to rezone the lands to a site-specific Zone, reflective of the GO Transit Station Mixed Use Area designation, to permit additional uses and

set additional site-specific development standards to facilitate the development of a high-rise, mixed use building. More specifically, the implementing by-law for the Zoning By-law Amendment would:

  • rezone the subject lands from the Prestige Employment (PE) Zone to the GO Station Mixed Use (GS) Zone;
  • establish a site-specific Exception for the GS Zone, to permit a range of uses and set development standards that would implement the proposed development of a mixed use building on the subject lands; and
  • place a Holding (H) Provision on the subject lands requiring the fulfillment of conditions.

The proposed implementing by-laws are being brought forward under the authority of Section 284.11.1 of the Municipal Act and in accordance with Ontario Regulation 580/22, “Provincial Priorities”.

How to Participate

This public meeting is being held in-person in Council Chambers, located at Ajax Town Hall, 65 Harwood Avenue South, Ajax, Ontario, L1S 2H9, and will be live-streamed for public viewing at www.ajax.ca/live. Those wishing to make oral submissions can attend in-person and will have 5 minutes to address Council; pre-registration is not required for in-person attendance. If you are unable to attend in-person, electronic remote participation via the Town’s Hybrid Conference System is available as an option and can be arranged by contacting clerks@ajax.ca no later than end of day on Friday, September 1, 2023.

If a person or public body does not make oral submissions at a public meeting or make written to the Town of Ajax before the proposed official plan amendment is adopted or before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
