The Ontario government has recognized that there is a housing crisis and has established a goal to have 1.5 million homes built in the next ten (10) years and has set a specific target of 17,000 new homes for the Town of Ajax by 2031.

On June 19, 2023, Ajax Council adopted a motion for the province to advance four urgently needed housing developments through the use a new municipal tool, the Community Infrastructure and Housing Accelerator (“CIHA”). The CIHA was introduced through Bill 109, More Homes for Everyone Act, 2022, to provide municipalities with an accelerated consultation, review and approval process to help deliver priority developments, including developments with new affordable housing units.

The Town is requesting use of the CIHA to advance up to 4,071 housing units through four (4) priority developments, per the conditions set forth:

CNR-07 - SE Corner Salem Road South and Kerrison Drive East

  • This request is to permit a mixed-use development with approximately 2,873 apartment dwelling units and a minimum of 40,000 m2 of non-residential gross floor area within multiple buildings up to a maximum height of 25 storeys;
  • The applicant be required to provide a minimum of 150 affordable purpose-built rental units (~5% of units) for a period of 25 years;

CNR-19 - 250 Rossland Road East

  • This request is to permit a mixed-use development with approximately 800 apartment dwelling units and a minimum of 9,300 m2 of non-residential gross floor area within buildings up to a maximum height of 25 storeys;
  • The applicant be required to provide a minimum 5% (~40 units) of units for affordable housing for a period of 25 years;

CNR-20 - 650 Beck Crescent

  • This request is to permit a mixed-use development with approximately 200 apartment dwelling units and a minimum of 5,400 m2 of non-residential gross floor area within one building with a maximum height of 25 storeys;
  • The applicant be required to provide a minimum 5% (~10 units) of units for affordable housing for a period of 25 years;

CNR-33 - 1541 Harwood Avenue North

  • This request is to permit an apartment building with 198 dwelling units within a building with a maximum height of 10 storeys;
  • The applicant be required to provide a minimum 5% (~10 units) of units for affordable housing for a period of 25 years.

The four (4) properties have been subject to review and consideration by Ajax Council, extensive public consultation through the Region of Durham’s Municipal Comprehensive Review process and have been designated “community area” within the adopted Regional Official Plan, submitted to the province in May 2023 for approval. They are located within the existing Ajax urban area boundary and are not located within the Greenbelt Plan Area.

On January 23, 2023, Ajax Council had previously adopted a motion entitled “Accelerating Development of Thousands of New Housing Units” requesting minister’s zoning orders (MZOs) to advance housing units through five (5) proposed developments in Ajax, including the four (4) above noted parcels and CNR-15 - 1401 Harwood Avenue North. CNR-15, to permit a residential development with approximately 134 townhouse dwelling units with a minimum height of three stories, is currently being assessed through the MZO process as a land donation is in process to an adjacent property to help accommodate the new Grandview Children’s Centre Headquarters.
