What is Action26?

In March 2023, Ajax Council approved the Action26 Strategic Plan, establishing the Town’s strategic priorities and key actions for the 2022–2026 term. Since its adoption, Council and staff have remained focused on advancing these commitments and translating strategic priorities into tangible outcomes for the community. The following provides a summary of the progress of achievements up to this final report.

Council Approved Plan

The original plan approved in March 2023 outlined13 Council priorities and 176 supporting actions, distributed as follows:

• 44 actions in 2023
• 48 actions in 2024
• 20 actions in 2025
• 11 actions in 2026
• 53 actions marked as ongoing

*This does not compare the approved plan with the later completion numbers. The approved plan is reporting the original distribution/scheduling of the 176 actions, whereas Years 1–4 are reporting the status of a revised action.

Year 1 Update

As of June 2024, the reported actions were 170, following adjustments made to accommodate competing projects, new priorities, available resources, and funding. At this time:

• 46 actions were marked complete
• 40 actions were initiated
• 53 projects were ongoing (a project without a completion date)
• 31 actions had not been initiated

Year 2 Update

As of April 2025, the reported actions were 170, following adjustments made to accommodate competing projects, new priorities, available resources, and funding. At this time:

• 74 actions were marked complete
• 41 actions were initiated
• 46 actions were ongoing (a project without a completion date)
• 9 actions had not been initiated
  

Year 3 Update

As of March 2026, the plan was at 165 actions, following adjustments made to accommodate competing projects, new priorities, available resources, and funding. At this time:

• 115 actions were marked complete
• 10 actions were initiated
• 40 actions were ongoing (a project without a completion date)
  

Year 4 Update

Year 4 reporting typically reflects a shortened reporting period due to the timing of municipal elections every four years. The results presented below reflect work completed as of the end of September 2026, as well as actions anticipated to be completed by year-end where additional time is required to achieve full completion.

• 153 actions of 165 marked complete
• 6 anticipated to be completed by end of 2026
• 6 to be completed in future years

The six projects anticipated to be completed by the end of 2026 include:

• Local Community Safety Action Plan
• Corporate Security Assessment
• Implementation TRCA Management Agreement
• Annandale Park and Trail Design
• Castlefields Park and Splashpad Design
• Accommodation Mortifications

The six projects to be completed in future years include:

• Official Plan Review and Ajax Plaza Redevelopment Block Plan
• Harwood Avenue North Widening Detailed Design and Construction
• Rossland Road East Detailed Design
• Integrated Transportation Master Plan Update
• Ajax Community Centre Renovation Design, Ajax Wall of Fame Concept and Facility Accessibility Standards Update
• Exempt Working Conditions Review

Final Reporting Outcomes

• 176 actions were originally identified in March 2023.
• The plan was refined to 170 actions in Years 1 and 2, and 165 actions in Years 3 and 4, reflecting adjustments for competing projects, emerging priorities, resources and funding.
• Completed actions increased from 46 in Year 1 → 74 in Year 2 → 115 in Year 3 → 153 in Year 4, showing sustained momentum throughout the term, with completed actions increasing as the term progresses.
• The plan is currently at 93% completion, with 6 additional actions anticipated to be completed by year-end, potentially bringing the final completion rate to 96% (159 of 165).
• Only 6 actions are identified for completion in future years.

Ajax Council's journey to 2026 began with the launch of Action26 in June 2023, a bold strategic plan designed to deliver on community priorities and guide decision-making throughout the term. As this Council term comes to a close, we're proud to introduce The Best 26, a celebration of the transformative projects, investments and achievements made possible through Action26. With an impressive 96% completion rate on track, these accomplishments reflect the vision, leadership and momentum that will continue shaping Ajax for years to come.
